> Apostille guide for Federal — Secretaría de Gobernación (SEGOB), Mexico: the competent authority is Dirección de Coordinación Política con los Poderes de la Unión — Secretaría de Gobernación (SEGOB). Verified 2026-08-09.

Everything below is transcribed from this office's own published sources and printed in its words. A value we could not confirm against an official page is marked "(unverified)" — but the absence of that marker is not a guarantee that a fact was checked, and the source's own doubts stay inside the notes reproduced here verbatim. Confirm fees, addresses and deadlines with the office before you send documents or money.

- **Jurisdiction:** Federal — Secretaría de Gobernación (SEGOB), Mexico
- **Verified as of:** August 9, 2026

About this entry's sources: www.gob.mx and apostilla.gob.mx/DICOPPU blocked automated fetch on the research date (reference §5 blocked-site list); every fact here was cross-checked through official mirrors — SRE consulate pages that reproduce the SEGOB instructions, the CIAD 2025 procedure guide, the UNAM apostille guide, and HCCH. The federal fee re-indexes every January via the DOF (Ley Federal de Derechos): 2025 = $2,048.50 MXN, 2026 amount unconfirmed. Phase-4 manual re-verification queue

> **⚠ No Remote Online Notarization in Mexico — foreign RON documents have no notarial value**

> Mexico uses civil-law notarios públicos — state-licensed, high-barrier legal professionals whose acts (escrituras, poderes, certified copies) are public documents apostillable by the STATE where the notario holds their patente. There is no US-style notary and no Remote Online Notarization (RON); foreign RON documents have no notarial value in Mexico. Notarios increasingly use e-firma and digital protocol tools (e.g., the CDMX Ley del Notariado allows certain digital notarial instruments/actas electrónicas), but remote notarization of signatures for apostille purposes is not available (verify per state notarial law for specifics).

> **⚠ Claimed Mexican state "apostilla electrónica" portals are unconfirmed — treat as unreliable**

> No Mexican STATE was found to issue true electronic apostilles as of Aug 2026; all 32 state processes located are in-person/paper. Some aggregators claim broader "apostilla electrónica" in Mexico with portals such as "e-apostille.ssp.gob.mx" — no such official portal could be confirmed; treat those claims as false/unreliable. The only confirmed operational e-apostille in Mexico is this federal one, for the Constancia de Antecedentes Penales Federales.

## Who issues the apostille

Dirección de Coordinación Política con los Poderes de la Unión — Secretaría de Gobernación (SEGOB)

Within it, the Dirección de Registro de Nombramientos, Legalización, Apostilla y Administración del Territorio Insular ("DIRENLAATI"), Unidad de Gobierno. The historic designation "Dirección General de Gobierno" is no longer current. Scope: apostilles documents issued by FEDERAL authorities (agencies of the federal public administration, federal courts, federal educational institutions, etc.). Official trámite ficha: https://www.gob.mx/tramites/ficha/apostilla-de-documentos/SEGOB3000 (trámite ID SEGOB3000). Official info pages: https://apostilla.gob.mx (= dicoppu.segob.gob.mx / dicoppu.gobernacion.gob.mx; sections Guia_Apostilla, Requisitos, Tramites_Federales_o_Locales, Preguntas_frecuentes1). Phone +52 55 5093 3000 (Director ext. 35049; Subdirector ext. 35048). Mexico has been a party to the Apostille Convention since August 14, 1995

## Which documents this office will accept

- **Age limits:** Online CAPF e-apostille only: the CAPF folio must be no more than 3 days old
- **From the source:** Requirements (in-person, per the CIAD 2025 guide): (1) original national public document bearing name, title and ORIGINAL signature of a registered federal official; (2) proof of payment of derechos (comprobante); (3) valid photo ID of requester (INE credential, passport, cédula profesional or cartilla militar); (4) printed CURP. No cita and no carta poder needed — any person may submit on another's behalf (per SEGOB text reproduced by Consulmex). What counts as "federal": documents from dependencies of the federal public administration (SEP federal, SRE, IMSS, ISSSTE, SAT, INM, federal judiciary PJF, OADPRS, national universities' federal-registry documents, etc.). Electronic degree documents: university títulos are now issued electronically (XML with e-signature) under SEP rules — for apostille, UNAM's official guide requires printing the Constancia de Autenticación de Título Electrónico plus the printed XML representation, authenticated by the institution (e.g., UNAM DGAE), which is then apostilled on paper by SEGOB

## Certifications you may need first

No additional certification step is required before the apostille.

## The request form

The request form is not published online — confirm with the office whether it wants a form, and which one, before you send anything.

## Requesting online

This office issues a genuine electronic apostille through its online portal. Portal: https://apostillaylegalizacionmexico.segob.gob.mx/apostilla The one genuine electronic apostille in Mexico, scoped to ONE document type: the Constancia de Antecedentes Penales Federales (CAPF), itself issued electronically by OADPRS at https://constancias.oadprs.gob.mx/. Portal title: "Apostilla o Legalización de Constancia de Antecedentes Penales Federales". Flow: enter CAPF folio (CAPF must be no more than 3 days old) + CURP → confirm data → select destination country (Hague party) → register email → generate línea de captura → pay at bank/online banking → apostille delivered as PDF by email (print in color). Other federal documents (SEP federal school records, IMSS/ISSSTE, federal court, INM, RENAPO CURP certifications, paper documents) are apostilled on paper in person

## What it costs

- **$2,048.50 MXN** per document — Applies to: all (federal documents) — Effective January 1, 2025. — (unverified) — $2,048.50 MXN per apostille — effective 1 Jan 2025 (per CIAD's official 2025 SEGOB-procedure guide, www.ciad.mx). One aggregator repeats $2,048.50 as the amount "desde el 1 de enero de 2026" (unverified for 2026 — fee is inflation-indexed each January; confirm on SEGOB3000 ficha/hoja de ayuda). Historic: $1,878.39 MXN effective 1 Jan 2023 (UNAM guide; still the figure shown on the HCCH authorities page, where the year of the fee is not stated)
- **$754.00 MXN** per document — Applies to: legalización (non-Hague destination countries — not an apostille) — Effective January 1, 2025. — (unverified) — Companion fee: legalización (non-Hague) $754.00 MXN (2025), per the same CIAD 2025 guide; re-indexed each January like the apostille fee

## How to pay

- **In person:** bank deposit
- **Online:** bank deposit
- Derechos (DOF-set) paid by a single bank deposit with a "hoja de ayuda" (pago de derechos, DPA/e5cinco) downloadable from the SEGOB portal; banks incl. Scotiabank, BBVA, Santander, Banco del Bajío, Inbursa; online banking possible with línea de captura. Centavo rounding: .01–.50 down, .51–.99 up. There is no check payee — the fee is a government-derechos deposit, and proof of payment (comprobante) is presented with the document. For the online CAPF apostille the portal generates the línea de captura

## Where to send your documents

No mailing address is published for this office. Do not send original documents anywhere until you have confirmed the address with the office itself.

## How long it takes

- **In person:** Same-day to a few business days in person (aggregators report 1–3 business days (unverified); the UNAM guide describes counter intake 9:00–13:00 with later pickup)
- For the online CAPF apostille, SEGOB states payment credits within a maximum of 72 business hours, after which the apostille is emailed

## Checking status and verifying an apostille

- No public verification register is published for this office. That is not the same as an apostille being unverifiable — ask the office how it confirms one.

## Remote online notarization

Mexico has no remote online notarization. Notarial acts are performed by civil-law notarios públicos, and a document notarized remotely abroad has no notarial value here. The source's own statement is reproduced verbatim in the notes on this page.

## Other things the source says

ROUTING RULE (the story of the Mexican dataset): (a) a document signed by a FEDERAL official → SEGOB, this entry; (b) a document signed by a STATE or MUNICIPAL official or by a NOTARIO PÚBLICO → the Secretaría General de Gobierno (or CDMX CEJUR/DGJEL) of the issuing state; (c) a private document must first be notarized before a notario público (or certified by a registered official), then apostilled by the corresponding state. Documents from one state cannot be apostilled by another state or by SEGOB; the signature must be registered with the office that apostilles. There is NO multi-step legalization chain inside Mexico for Hague-destination documents — a single apostille suffices. Verification: the CAPF itself carries a QR code for verification on the OADPRS site; no public standing e-register for verifying SEGOB paper apostilles was found — verification requests are handled by the office on demand (unverified), and Mexico is not listed with a general e-Register for apostille verification (unverified). No RON: Mexico uses civil-law notarios públicos, has no Remote Online Notarization equivalent, and foreign RON documents have no notarial value in Mexico — the ron block is null on every Mexican entry

> **RCW 42.45.230(5):** I am not an attorney licensed to practice law in this state. I am not allowed to draft legal records, give advice on legal matters, including immigration, or charge a fee for those activities.
