Convention acceptance of a USVI "apostille" is not guaranteed

Because HCCH lists no designated USVI competent authority, acceptance of a Lt.-Governor-issued "apostille" abroad is not guaranteed under the Convention; some receiving authorities/practitioners treat USVI documents as needing an alternative route (e.g., certified copy re-issued/notarized in a US state or a federal-agency copy apostilled by the US DoS). No official US DoS statement on a federal fallback route for USVI territorial documents was located (unverified). For FEDERAL court documents in the USVI, the clerk of the U.S. District Court of the Virgin Islands IS an HCCH-listed federal competent authority — that route is Convention-solid (see us/federal-courts)
