Notarização on-line remota

Status: A notarização on-line remota é permitida aqui.
Base legal: Minn. Stat. § 358.645; "Effective January 1, 2019, the Minnesota Legislature enacted remote online notarization" (MN SOS)

O que o notário deve registrar: Yes — "Before a notary performs a remote online notarization, the notary must register the capability to perform notarial acts... with the secretary of state" and certify use of conforming communication technology (§ 358.645, subd. 2(b)); applicant must be an active MN notary with commission filed in resident county; submitted via "Remote Online Notarization Authorization" form; authorization continues as long as the underlying commission is valid
Como o signatário é identificado: Either notary's personal knowledge of the signer, or ALL of: (1) remote presentation of a government-issued photo ID credential of sufficient quality; (2) credential analysis ("one or more automated software or hardware processes that scan the credential" and confirm it is valid and matches the claimed identity); and (3) identity proofing via dynamic KBA — minimum 5 questions with at least 5 answer choices each, at least 80% answered correctly (2-minute answer window per NNA summary).
