The division "has only one mailing address" (the PO Box); "Commercial couriers such as UPS and FEDEX must use our overnight address" — the Tumwater street address, which "can only receive overnight deliveries by a commercial carrier" and cannot receive regular mail

One of: (a) notary's personal knowledge (RCW 42.45.050(1)); (b) oath/affirmation of a credible witness with personal knowledge of the signer (WAC 308-30-300(4)(b)); or (c) at least two different types of identity proofing: credential analysis via automated software (WAC 308-30-300(2)) plus KBA quiz of minimum 5 questions with at least 80% correct (WAC 308-30-300(3))
