Requirements (in-person, per the CIAD 2025 guide): (1) original national public document bearing name, title and ORIGINAL signature of a registered federal official; (2) proof of payment of derechos (comprobante); (3) valid photo ID of requester (INE credential, passport, cédula profesional or cartilla militar); (4) printed CURP. No cita and no carta poder needed — any person may submit on another's behalf (per SEGOB text reproduced by Consulmex). Electronic degree documents: university títulos are now issued electronically (XML with e-signature) under SEP rules — for apostille, UNAM's official guide requires printing the Constancia de Autenticación de Título Electrónico plus the printed XML representation, authenticated by the institution (e.g., UNAM DGAE), which is then apostilled on paper by SEGOB

Walang remote online notarization ang Mexico. ROUTING RULE (the story of the Mexican dataset): (a) a document signed by a FEDERAL official → SEGOB, this entry; (b) a document signed by a STATE or MUNICIPAL official or by a NOTARIO PÚBLICO → the Secretaría General de Gobierno (or CDMX CEJUR/DGJEL) of the issuing state; (c) a private document must first be notarized before a notario público (or certified by a registered official), then apostilled by the corresponding state. Documents from one state cannot be apostilled by another state or by SEGOB; the signature must be registered with the office that apostilles. There is NO multi-step legalization chain inside Mexico for Hague-destination documents — a single apostille suffices. Verification: the CAPF itself carries a QR code for verification on the OADPRS site; no public standing e-register for verifying SEGOB paper apostilles was found — verification requests are handled by the office on demand (unverified), and Mexico is not listed with a general e-Register for apostille verification (unverified). No RON: Mexico uses civil-law notarios públicos, has no Remote Online Notarization equivalent, and foreign RON documents have no notarial value in Mexico
