Required — separate remote online notary public commission; "Only a notary public with an active commission may apply for a remote online notary public commission" (HAR 5-11-62(a)); notify the Attorney General before first remote act (HRS 456-23(f)); file copy of remote commission with circuit court clerk within 30 days; submit electronic seal/signature specimen to AG (HAR 5-11-65)

如何核实签署人身份

(1) personal knowledge (HAR 5-11-70(1)); or (2) credible witness with personal knowledge appearing via communication technology (HAR 5-11-70(2)); or (3) at least 2 different types of identity proofing (HRS 456-23(b)(1)(C)): credential analysis (automated authenticity testing against public/private data sources, HAR 5-11-69(b)(1)) + dynamic KBA (min. 5 personal-history questions, 80% pass, 2-minute limit, one retry within 24 hours, HAR 5-11-69(b)(2)). Communication tech must provide continuous synchronous audiovisual feed + A/V recording (HAR 5-11-71)
