(a) personal knowledge of the signer (GC 406.110(b)(1)); or (b) remote presentation of a government-issued photo ID via two-way video PLUS credential analysis (1 TAC 87.70(d)) PLUS identity proofing/KBA (1 TAC 87.70(b): min 5 questions, 5+ answer choices, 80% correct, 2-minute limit, one retry within 24 hours); credible witness allowed if personally known to notary or verified via identity proofing + credential analysis (1 TAC 87.41(d)(2))

Statute provides periodic inflation adjustment every five years. Online notary commission is in addition to traditional commission; SB 693 education requirement applies from Jan 1, 2026
