Yes — notary must hold an electronic records notary public endorsement from the Washington State Department of Licensing (remote/electronic endorsement application $15, WAC 308-30-060, per NNA); before performing the first remote notarial act, must notify the director (DOL) and identify the communication technologies to be used (RCW 42.45.280)

One of: (a) notary's personal knowledge (RCW 42.45.050(1)); (b) oath/affirmation of a credible witness with personal knowledge of the signer (WAC 308-30-300(4)(b)); or (c) at least two different types of identity proofing: credential analysis via automated software (WAC 308-30-300(2)) plus KBA quiz of minimum 5 questions with at least 80% correct (WAC 308-30-300(3))
